E-Governance

Lahaul & Spiti is a tribal district which is virtually cut from the rest of the world for more than 6 months in a year. Normal vehicular traffic is open between June and November only. The only presence in Information Technology has been the lone District Centre of National Informatics Centre, Ministry of Communication & Information Technology. The District Centre was established in the year 1988 at Deputy Commissioner Office, Keylong. However, this Centre remained non-functional for many years after 1995 due to man-power shortage. In the year 2001, a District Informatics Associate was posted and the NIC has, with the active involvement of the District Administration, initiated IT activities in this remote district of India. The district website of the Lahaul & Spiti was the first step in this direction in the year 2001.This centre is now equipped with latest hardware items like Pentium computer systems, Unix Server, Windows Server 2003, SQL Server, Laser, DeskJet & DMP Printers, CD Writer, VSAT, LAN, UPS, Scanner, Digital camera, LCD Projector & Video Conference facility etc.

Major Projects and Activities of the NIC District Centre Keylong at Lahaul Spiti

Land Record Computerisation (HIMBHOOMI)

      • All the Tehsils/Sub-Tehsils of the district are online, with computerized copies of land records (Nakals) being issued at the Tehsil offices at Keylong, Kaza and Udaipur (Sub-Tehsil).
      • The HimBhoomi software has been implemented for the generation of registers and related MIS reports covering Jamabandi (Record of Rights/RoR) and Mutation.
      • Web-based Nakals are available at all Tehsils/Sub-Tehsils of the district.
      • Citizens no longer need to visit Patwar Khanas to obtain copies of the Record of Rights. They can obtain these directly from the Tehsil offices and through Lok Mitra Kendras.
      • Jamabandi (RoR) is generated in real time by accessing the Tehsil servers. The public has also been provided access to view land details online.

Computerisation of Land Deeds (HIMRIS)

Himachal Registration Information System (HIMRIS) is operational in all the Tehsils/Sub-Tehsils of the district. The registration of land deeds is carried out through computers.

      • All types of deeds are registered through the system, which has a facility to capture biometrics.
      • Input data is validated against online land records before a deed is registered.
      • HIMRIS is integrated with the Land Records system. Transactions related to property are recorded immediately in the Land Records database and reflected in the Record of Rights (RoR).
      • HIMRIS has been linked with HimBhoomi (Computerisation of Land Records) so that land-related registration deeds are automatically reflected in the Land Records.
      • The integrated system helps strengthen transparency and reduce the possibility of fraudulent registration of land deeds.

E-Salary

      • E-Salary software has been implemented at the District Treasury, Keylong and Sub-Treasury, Udaipur.
      • The system provides computerised management and generation of pay bills for employees through the Treasury offices.
      • The software is web-enabled.
      • Online transactions were envisaged in the second phase of the software, subject to the offices being connected under the HIMSWAN project.

E-Pehchan

      • The Himachal Pradesh Government issues identity cards/certificates to Senior Citizens and Persons with Disabilities to enable them to avail themselves of travel concessions, reservations and other benefits under various schemes.
      • The web-based E-Pehchan application has been implemented for issuing Disability Identity Cards and Senior Citizen Identity Cards.
      • The service is available through the District Welfare Office, Keylong.

Online District Treasury Office (eKosh-HPOTIS)

The District Treasury Office, Keylong has been brought online through the eKosh-HPOTIS system.

      • Bills, vouchers and accounts are processed through computers.
      • The software has been implemented at the District Treasury, Keylong and Sub-Treasury, Udaipur.
      • The system facilitates computerised and streamlined treasury operations.

HP Pensioners Online Scrolls to Banks (E-Pension)

      • The pensioner database of District Lahaul & Spiti is maintained electronically.
      • Pensioner scrolls for the Lahaul block are computerised at the District Treasury Office, Keylong.
      • Computerised pension scrolls are issued to banks.
      • Pensioners can view their pension details for a particular month through the online system.
      • The system facilitates faster and more efficient processing of pension-related information between the Treasury, banks and pensioners.
